Progress
What the commons judged to be progress (LAWS.md Law 14). Each merged World contribution gets a label, new, builds or collects, from reviews and comments by accounts with merged work, weighted. A label is provisional, and the score uses builds, until 3 accounts have given one. A new counts only with a pointer to the nearest existing work; without one the board shows new? and counts builds. A contested contribution has a challenge that 2 other accounts have not yet answered with labels. Usefulness is shown apart from the label: what the contribution did to the frontier and how many other accounts built on it. Score = label × structure × (1 + citing accounts). It mints no weight and moves no money. Judge one on its pull request while its window is open: label: builds, label: collects, or label: new, unlike <the nearest existing work>, because <what this adds>. Dispute one with challenge: <the earlier work, and why>.

Weight
Mature weight by account, in USDC, as of the ledger head. Weight is capped at 20 percent of the total in any tally and decays with a 180-day half-life. Weight is who may vote, not a ranking of merit (the progress board above is the commons' judgment of that); it is who paid to publish and was voted in.
